The Fifth session of the Sixteenth Central Committee put forward that China should deepen the understanding of the basic meaning and spiritual essence of the scientific concept of development , and establish the economic and social development evaluation system in line with the requirements of scientific concept of development. The paper expounds the framework system of the five coordinate developments, and proposes the research thinking of economic and social development evaluation based on the scientific concept of development according to the connotation of the scientific development concept, which are people - oriented, comprehensive , coordinated and sustainable development, and summary of the research status quo at home and abroad.
