The development between China＇s manufacturing industry and modern production of services has emerged a clear imbalance, which seriously hampered the upgrading and optimization of China＇s industrial structure. To this end, we need to build and perfect the mechanism of global competition based on multinational corporations, the symbiotic mechanisms based on industrial clusters as well as the coordination mechanism based on industry associations such as embedded mechanisms , which can achieve our modern producer services effectively embedded in the manufacturing in- dustry system in order to promote their sustained and coordinated development. However, the role of these mechanisms cannot fully play without the government＇s effective support.
