基于墒权迭代理论和模糊物元法建立多目标水资源开发利用评价方法是一种新颖的评价方法。该方法可以确定评价目标的无偏好权重,还可以以贴近度的大小确定水资源发展的等级。本文运用该理论对西安市水资源开发利用程度评价进行评价,把各地区各开发利用阶段作为特元的事物,以它们的各项评价指标及其相应的模糊量值构造复合模糊物元。通过计算与标准模糊物元之间的贴近度,计算各评价指标的权重,实现对各地区水资源开发利用的综合评价与排序。运用该方法对西安市水资源可持续利用进行评价取得了良好的效果,具有较强的现实指导意义。
A new method for a comprehensive evaluation of multi-purposes water resources development level can be developed by adopting the entropy objective iteration algorithm and the fuzzy mater-element theory.With this method,both the no-preference weight of the evaluated object and the development grade can be determined.This paper calculates the Euclid approach degree of the fuzzy mater-element to a standard fuzzy mater-element and the weights of various evaluated objects,and obtains a comprehensive evaluation and an optimum order of the development and utilization of regional water resources in Xi’an,which provides significant reference to the development of this city.
