选择最优投标方案是每个投资主体追求的最佳结果。而在众多备选投标方案中,最佳投标方案不能仅凭标值来衡量。当某个投标单位个别指标突出,以至于掩盖其它相对弱势指标,从而使自己被评为最优方案时,投标方案的选取失去了客观性。本文以某一水利工程为例,采用的熵权法将主观判断与项目客观情况结合起来确定权重并与其他方法相比较,体现了因评价指标的评分差异性而表现出来的指标隐含信息,得出了综合实力较强的参标单位获得中标的可能。结果较为科学、合理的结论,更符合客观实际,从而提高评标方法的公正性和科学性。
英文摘要：
Choosing the optimum tender scheme is a goal that every investor runs after,but the optimum scheme can not be measured by using the coming bid value only.If a prominent indicator of a worse bid unit is so outstanding as to conceal the other worse indices,then the tendering procedure is not objective.This paper adopts the method of entropy right that combines the objective and subjective factors to determine the proportion of entropy in decision-making and compare with the other methods.Results show that this new method improves the fairness and objectivity of tendering evaluation through accounting the information implied by the diversity of evaluation indices.
