Although the national conditions and legislative systems in China and America are very different, there is a lot of valuable experience we could use for reference. As for China, it is necessary to give full play to the role of the govern- ment in the use regulation of natural resources, focusing on improving the targeted and scientific regulation of natural resources;it is also very important to improve the relative legal systems so as to guarantee the government＇ s normative exercise power of use regulation, perfect environmental impact assessment mechanism of natural resource utilization, promote the scientific planning of the main functional areas and strengthen the effectiveness evaluation of natural resource use regulation.
