通过对当前我国滨海城市的用海现状调查,结合国内外城市用海的研究动态,以天津市滨海新区为例,分析其城市用海的生态安全、平面形态、用地布局以及专项规划与管理调控机制方面现存的主要问题,提出生态保护与复育、规划平面形态优化、规划用地布局优化、规划管理四方面的策略,为我国滨海城市的用海规划提供一定的借鉴和引导。

Researching the current situations of coastal cities＇s ocean space utilization in China and combing related analy- ses of them at home and abroad, this paper, with Tianjin Binhai New Area as an example, analyzes the primary problems existing in the ecological security, plane form, land layout, special planning, management and regulation mechanism. In addition, this paper also puts forward some strategies from four aspects, namely ecological protection and restoration, the optimization of plane form planning, the optimization of land layout and the management planning, providing some refer- ences and guidance for the planning of ocean space utilization in China＇ s coastal cities.
