Under the impetus of the new generation of information and communication technologies, following the digital city, intelli- gent city, the City Informatization goes into the advanced stage of smart c~ty. The smart governance under smart city background pro- motes the development of urban administration from traditional-style assault, campaign-style urban management to participate in multi-a- gent, standardization, normalization of urban governance. The innovative urban governance model in smart city is an new urban admin- istration model which is based on public information platform, with some basic characteristics of muhisectoral collaborative management, public participation, and standardized closed-loop operation of the process of urban management model. It promotes the formation and development of scientific and efficient urban governance pattern.
