现实中,整合政策过程和绩效管理过程一直是非常困难的。我国正在进行政府绩效管理试点工作,致力于建立科学的政府绩效管理体系,但是,当前工作的一个缺陷是,政府绩效管理试点只是一次纯粹的政府绩效管理改革,并未触及政策体制。现有文献主要探讨政府绩效管理的理想形式,比如主体如何构建、指标如何设计、如何组织实施、结果如何运用,等等,却很少关注政府绩效管理在现实中的矛盾甚至对抗。未来的政府绩效管理试点需要实现政策过程与绩效管理过程的统一,保持组织评价权和评价体系的统一,管理过程要方便操作、简单易行,也要加强绩效管理的结果运用。
It is very difficult to integrate the process of policy and the performance management in reality. China is in the pilot way of doing this to build a scientific system for it. However, it is only a reform, and does not concern the policy regime. The existing literature focuses on the ideal form of government performance management, such as construction of the subject, the design of indicators, its organization and implementation, and the application of the results. However, it pays little attention to the contradictions and the confrontation of the real management. So in the future pilot of government performance management, we should emphasize the integration of the process of policy and the performance management, to integrate the evaluation power with the evaluation system, to make the convenience of the management process and to strengthen the application of performance management.
