随着城市建设用地需求快速扩张,基本农田保护问题在政府和学界引起了越来越多的关注。虽然我国实行了最严格的基本农田保护制度,但实践运行与政策预期效果仍存在不小差距。作为农田保护最主要和直接的参与者,农户对于基本农田开发管制制度的认知显得尤为重要。本研究抽取武汉市江夏区五里界镇36个行政村的基本农田保护区内161户农户,以农地发展权理论为基础、围绕基本农田相关问题,设计有针对性的问卷进行实地访谈调研,并进行数据分析。实证结果表明:农户对于基本农田各项管制措施的认知基本处于不清晰的状态;不同管制类型的认知程度呈现明显的差异,农业用途类型的管制损失认可度高于非农业用途管制;农户对于非农用途管制的损失估算价值336546元/hm2,农业用途管制损失23925.75元/(hm2a);不同因素对于不同管制类型的影响需区别分析。
With growing demand for urban land construction, prime farmland protection has aroused increasing attention from govemment and academic institutions. Although China has a stringent farmland protection system, there is still a gap between practice and the intended policy effects. Land resource zoning makes the most of the comparative advantages of different endowments but has aroused questions regarding social equity. Theoretically, if related-interest groups do not receive appropriate compensation, loss generated by the control of regional development will result in landowner rent-seeking behavior and eventually the inefficient use of resources. Farmers are the most important factor in land protection and access rights, and understanding their attitudes is crucial to developing fair compensation systems. In this study, we surveyed 161 farmers from 36 administrative villages around Jiangxia Wulijie, a prime farmland protection area. We found that farmer understanding of prime farmland development restrictions remains unclear. The awareness of restrictions around agricultural use is higher than for non-agricultural purposes. Farmers estimate the value of non-agricultural use restrictive loss to be 33 6546 CNY/hm2 and the value of agricultural use restrictive loss to be 2 3926 CNY/hm2. Farmer awareness of losses resulting from different regulation types is related to their age with age, income, population, gender, level of education, and work factors.
