The paper deals with the problem of observed-based passive control of a class of uncertain linear neutral systems with time-delay. The problem aims at designing a linear state observers such that, for all admissible parameter uncertainties and time-delay, the observation process remains robustly stable and passive. The parameter uncertainties are allowed to be norm-bounded in the paper. In term of a linear matrix inequality (LMI) and Lyapunov function, the conditions for the existence of the desired robust passive observes are derived. Finally, a numerical example demonstrates the validity and applicability of the present approach.
