The paper points out that the Northeastern old industrial base is a special production organization system from the point of view of territorial productive complex. Then the paper shows that the territorial productive complex has embedded agglomeration risk during the building period owing to its inherent attributes. Finally,the paper analyzes three problems： ＂the old industrial district＂, ＂the old enterprise＂ and ＂the old system＂ when the agglomeration risk breaks out at the same time, and analyzes the ＂result＂ of the territorial productive complex in the northeastern old industrial base.
