The paper applies game theory to study joining behaviour of industrial clusterization in the northeastern old industrial base. The paper establishes the game model by employing risk coefficient of enterprise return, expected return of risk discount, effect coefficient of cooperation output, discount coefficient, positive feedback factor of cooperation. On the basis of the game model, the paper analyzes the constraint of forming industrial clusters, and puts forward the strategy of forming industrial clusters in the northeastern old industrial base.
