变电站人因误操作对电网的安全运行以及设备和人身安全造成极大的危害,是影响电力系统安全可靠运行的重要因素.首先分析了电力操作人因可靠性研究现状以及变电运行操作的内容与特点,介绍了认知可靠性和误差分析方法CREAM并分析其不足;然后提出了一种基于CREAM和模糊加权判断的新型电网变电运行人因可靠性评估模型,并给出评估步骤和方法.4种不同环境条件的算例和一个倒闸操作案例分析表明,该方法能结合各类因素量化评估操作的人因失误概率,为电网变电操作人因可靠性量化评估分析提供理论基础.
Malignant electric operation error in substation is harmful to the secure operation of power system and safety of equipment and person. Human error has emerged as a great threat to the power system operation reliability and safety. The current situation of power system human reliability research and the characteristics of substation operation are ana- lyzed. As a representative human reliability analysis (HRA) method, the cognitive reliability and error analysis method (CREAM) and its shortcomings are introduced. Then, a modified approach to evaluate the human error probability (HEP) in substation operation based on the CREAM and fuzzy weighted method is proposed. The analyses of some cas- es show that the proposed methodology can evaluate the human error probability quantitatively, which provides a theo- retical basis for quantitative analysis of human reliability in substation operation of power system.
