针对当前电力调度中心难以对影响电网安全的各类风险因素进行全面掌控的现状,基于风险管理方法,提出一种面向调度运行的电网安全风险管理控制系统(sRMs)的实现方案。对电网安全风险管理控制体系的流程、多时间尺度形态机制进行了阐述,并设计了其软件架构和系统关键功能。最后介绍了湖南省电力公司调度通信局SRMS的初步实践。
In view of the challenges faced by the electric power dispatching center that cannot fully monitor and control risks affecting the safety of power system, a design scheme of security risk management system (SRMS) is proposed based on risk management method. The flow chart and multi-time scale paradigm mechanism of security risk management are explained for power system dispatching and operation. The software architecture and key functions of SRMS are then designed. Preliminary application of SRMS in Hunan Electric Power Dispatching Center is finally described.
