在美国高等教育认证制度的百年发展历程中,联邦政府与高等教育认证机构的关系经历了建立联系、开启干预、恢复信任、提高问责的复杂变迁。双方围绕"控制与反控制"的博弈深刻反映了美国的教育分权体制,也逐步改变了美国高等教育认证的非政府性质,促进了美国高等教育认证制度的革新发展。因此,在借鉴美国经验构建中国特色高等教育认证制度、统筹推进我国"双一流"大学建设时,应立足中国国情,统筹好政府与认证机构的关系,有效推进高等教育认证机构的自治和自我革新。
The relationship between American federal government and higher education accreditation agencies experienced complicated transition,such as setting relation,opening intervention,the recovery of trust,and improving ask the responsibility during centennial development of American higher education accreditation system. The repeated games which focused on the "control and anti control"reflected the United States of America's education decentralization system,changed the United States higher education certification of non governmental nature gradually,and promoted the development of higher education accreditation system. To construct Chinese characteristics higher education certification and "double-class"University in China,we should co-ordinate the relationship between government and the certification agencies basing on the national cultural traditions,and promote the development of higher education certification authority with the times in reference to the experience of the United States higher education accreditation system.
