Bohai Rim is a new growth pole for Chinas future economic development, this region adjacent to Beijing and Tianjin city, being rich in natural resources, urban density being large. But there are many conswaints hindered the process of economic integration of Beijing, Tianjin, and Hebei province, including the administrative division, indmuy convergence, uneven distribution of the city. In order to get the full development of the region, city groups is needed to divide, and the region ,should be developed hierarchically. According to the contact, the Bohai Sea region can be divided into three groups： Shenyang city group, Jinan group and Beijing- Tianjin group. Strategies need to be developed in terms of industry consolidation, urban integration and strengthen the logistics system.
