2015年8月27日,中国农村集体经营性建设用地“第一槌”在贵州湄潭县成功敲响。湄潭案例在土地出让、使用用途、平等入市和同权同价等方面突破了现有法律。文章认为,为深化农村集体经营性建设用地改革试点,首先需要不断优化入市土地、入市平台、入市方式、收益分配、后续服务等环节;其次在坚守改革底线的前提下加快村民自治建设,规范政府相关职能部门行为,遏制土地投机炒作,以防范和化解风险;最后站在系统论高度,处理好农村土地三项制度改革、地方政府和农村集体经济组织、入市和土地规划及产业发展的关系。
August 27, 2015, "the first hammer" of China's rural collective management's construction land successfully sounded in Meitan County of Guizhou province. Meitan case breaks laws in land transfer, usage, equality into the market, equality in fight and price. To deep the rural management's collective construction land reform pilot, we first need to constantly optimize market sub-processes of land, market platform, market approach, profit distribution and follow-up services; secondly under the premise of stick to reform's bottom line, speeding up the construction of villager autonomy, regulate the behavior of the relevant government departments, curb land speculation, to prevent and mitigate risks; finally, standing on the height of the system, deal with the relationship between the three rural land systems reform, local government and rural collective economic organizations, market and land planning, industrial development.
