针对电力工业发展中存在的经济与环境冲突问题，我国政府已经把经济性监管和环境监管纳入电力工业管理的方法当中。为了探究经济性监管与环境监管两者之间的协调发展模式，运用规制经济学原理，建立了电力工业经济与环境的协调监管模型。通过对模型均衡的分析，得出协调监管比独立监管更能够增加整个社会的总福利，进一步刻画出发电企业最优的减排程度，紧接着进行算例分析，得出了结论。
英文摘要：
The conflict of the economy and the environment exists in the development of the electric power industry, which decides that the government carries on the economic regulation and the environmental regulation. In order to solve the coordinated development between the economic regulation and the environmental regulation, this article establishes the economy and the environment coordinated regulation model of the electric power industry. By analysising the model, the author discovers that the coordinated regulation mechanism is able to increase the more total welfare of the entire social than the independent regulation. Simultaneously, the model portrays the best reduce row of the electricity generation enterprise, carries on the simulation example analysis and draws a conclusion.
