以项目为载体实施企业战略已成为落实企业战略的重要手段之一,但由于企业的资源有限,难以同时开展多个项目,因此对备选项目进行优先序评价成为关键。首先,在分析企业战略和项目之间关系的基础上,采用平衡计分卡的框架,构建了战略项目选择评价指标体系;然后,利用模糊层次分析法确定各指标权重,并采用逼近理想点法对项目进行排序。最后,通过分析实际工程案例,验证了指标体系的合理性以及模糊层次分析法和逼近理想点法在战略项目选择评价中的有效性和可行性。
Using the project as a carrier to implement the corporate strategy has became one of the important means of bringing the business strategy into force. But it is difficult to carry out multiple projects at the same time with limited enterprise resources, so valuing the priority order of the alternative projects is of the highest importance. Firstly, based on the analysis of the relationship between corporate strategy and project, the evaluation index system of strategic project selection is created by applying the framework of balanced score card. Secondly, with the use of fuzzy analytic hierarchy process the index weight is determined, then, the projects are ordered by the method of technique for order preference by similarity to ideal solution. Finally, verify the reasonableness of the index system and the effectiveness and feasibility of fuzzy analytic hierarchy process and technique for order preference by similarity to ideal solution by analyzing the actual engineering case.
