高新技术企业战略重点覆盖面广、关注点多,战略业绩评价较为复杂。本研究结合平衡记分卡和层次分析法的优点建立了一套针对高新技术企业的战略业绩评价方法,旨在为高新技术企业战略实施效果找到科学实用的评价方法。首先,利用平衡记分卡建立了含财务、客户、内部运营流程及学习与成长4个层面共28个指标的指标体系,运用层次分析法确定各层级指标相对权重,再将各指标的测评结果加权得分。除此,以该方法在重庆某高新技术企业的战略业绩评价中的应用案例,验证了该方法的科学性和实用性。
Strategy ofhigh-tech enterprises focus more and cover widely, so strategic performance evaluation is more complex.This paper establishes a set of evaluation for high tech strategic performance evaluation, combining the advantages of BSC and AHP, aiming at finding scientific and practical method. Firstly, use BSC establishes indexes system concluding all 28 indexes in finance, customer, internal operations and learning and growth four hierarchies, and establishes the architecture and synthetic weight according to AHP, then compute the weighting sum score. Besides, the application of the method in strategic performance evaluation of a high-tech enterprise in Chongqing validates it is scientific and practical.
