国有企业产能过剩和经营绩效下滑对国民经济有较大的影响，“供给侧”改革应以国有企业为主要抓手。国际经验和中国历史都表明，国有企业改革是恢复企业活力、化解产能过剩、推动经济增长的重要动力。在新形势下，应该以“去产能”为契机，大力推动国有企业改革，以剥离国有企业政策性负担和落实从“管企业”向“管资本”转型为核心，使国有企业成为市场化的竞争主体。以“去产能”为契机推动国有企业改革的条件已经成熟，渐进、分类推进国有企业改革是未来发展方向。
英文摘要：
Overcapacity and low efficiency of state-owned enterprises have a great threat on national economy. Supply- side reform should focus on state-owned enterprises. International experience and Chinese history show that the reform on state-owned enterprises helps to restore the vitality of state-owned enterprises, resolve the overcapacity and boost economic growth. Under the new situation, we should seize the opportunity of ＂de-capacity＂, vigorously promote the reform on state- owned enterprises, relax policy burden of state-owned enterprises, implement the transformation from ＂control over enterprise＂ to ＂control over capital＂ and turn state-owned enterprises into competitive market identity. Since the conditions for ＂de- capacity＂ to promote the reform on state-owned enterprises are already mature, the implementation of gradual reform on SOEs is the future direction.
