英文摘要：

The purpose of this study is to discuss the governance effect of rural land consolidation on cultivated land fragmentation. Synthetical index method and binary Logistic regression model were employed. The results indicate that 1）from the perspective of general rural land consolidation project area, cultivated land fragmentation degree only decreased by 1.79% after rural land consolidation. 2）cultivated land fragmentation degree decreased by 12.20% in the land leveling area where land property rights readjustments was implemented, higher than that（3.46%）in land leveling area where land property rights readjustments was not implemented. 3）the project managers had low awareness of the importance of land leveling engineering, and 39.13% of the project managers believed that it was not necessary to increase the investment standards of land leveling engineering. 4）Farmers who were unwilling to do land leveling and land property rights readjustments took up 24.88% and 28.29%, respectively. The extent of farmers＇ concern about land leveling that would cause decline in the quality of cultivated land, had a significant negative impact on farmers＇ willingness to land leveling, and the extent of farmers＇ concern about land property rights readjustments that would be detrimental to themselves, had a significant negative impact on farmers＇ willingness to land property rights readjustments. It is concluded that 1）rural land consolidation project was helpful to reduce cultivated land fragmentation degree, but the effect was not obvious. 2）In the implementation process of rural land consolidation project, it could only govern cultivated land fragmentation effectively combining land leveling and land property rights readjustments. 3）The governance effect of rural land consolidation on cultivated land fragmentation was not obvious, which was the comprehensive result of objective reasons and subjective reasons.
