标杆管理视角下农地整治项目后期管护效率测度研究

为提高农地整治项目后期管护的效率,充分发挥农地资源利用的可持续性,对农地整治项目后期管护效率的内涵进行了界定,并从价值链增值的视角构建了包含项目的移交、机构与制度的建立、任务分解与主体确定、管护任务的实施、管护工作的考核5个准则层的农地整治项目后期管护效率指标体系;依据标杆管理原理、后期管护的办法及标准等设置了效率指标的基准标杆,选取后期管护工作的典范邓州白牛农地整治项目作为实际最优标杆,从后期管护的动态性及提高管护水平的潜力角度设置了理论拓展标杆,构建了基于Minkowski距离函数的农地整治项目后期管护效率测度模型.以孝感市孝南区肖港农地整治项目为例,对其后期管护阶段的效率进行了测度,结果表明:与基准标杆、实际最优标杆及理论拓展标杆的综合距离值分别是0.4264、0.4913和0.5344.针对结果分析了项目后期管护中存在的问题,并有针对性地提出了建议,为其他农地整治项目后期管护效率测度提供了参考依据.

英文摘要:

In order to improve the final management and maintenance efficiency of rural land consolidation pro-ject, and give full play to the sustainability of agricultural land resource use, we defined the connotation of the fi-nal management and maintenance efficiency of rural land consolidation project, and from the perspective of thevalue-added chain, we set the work efficiency index system of the final management and maintenance of ruralland consolidation project which contains the five criteria layer concerning the transfer of the project, the estab-lishment of institutions and systems, task decomposition and main entity identification, and the implementationand assessment of the management and protection task. We set up the benchmark of efficiency indicators basedon the principle of benchmarking and the final management and maintenance practices and standards, selectedthe model of the final management and maintenance of Dengzhou White Buffalo Rural Land Consolidation Projectas a practical optimal benchmarking, set theoretical extension benchmark from the angle of the dynamic of finalmanagement and maintenance and the management level potential point improvement, and built up the measuremodel which was based on the Minkowski distance function of rural land consolidation project in the final man-agement and maintenance work efficiency. Taking Xiaogang Rural Land Consolidation Project in the XiaonanDistrict of Xiaogan City, for example, we measured the efficiency of its final management and maintenancestage. The results showed that: the comprehensive distance value between final management and maintenancestage efficiency index and the reference benchmark, the actual optimal benchmark, the theoretical extensionbenchmark respectively is 0. 4264, 0. 4913 and 0. 5344. We finally analyzed the existing problems, and put for-ward the suggestions, in the hope of providing a reference for other rural land consolidation projects in the finalmanagement and maintenance stage of the efficiency measure
