Based on the externality analysis of arable land protection areas, this paper believes that insufficient understanding of arable land protection externality and lack of a reasonable compensation mechanism for regional arable land protection have led to unreasonable compensation for the ecological value and the social value of arable land, and that the low comparative effect of arable land is among the major reasons for the consistent decrease of arable land. To stabilize the quantity of arable land, a reasonable compensation mechanism for arable land protection areas is to be established. The paper also analyzes the value and areas standards of the compensation and a mechanism matching the compensation mechanism for arable land protection areas.
