英文摘要：
The purpose of this paper is to analyze the reasons and forms of interest conflicts between central government and local governments or between local governments on quotas in the revision of land use planning. Methods of documentation and game theory analysis were employed. The results indicate that the inconsistent land use goals of central and local governments are the key reason of interest conflicts. Another important reason for interest conflicts is the asymmetric possession of information between governments. It is concluded that the conflicts can be reduced through benefit integration between the central and local governments, participatory plan making by all parties concerned, fine communication and cooperation between governments at different levels. Finally, the determination of quotas should contribute to coordinated regional development and be accepted by all stakeholders.
