土地引资竞争在县级层面表现得最为突出,而处于不同经济发展阶段地区的地方政府土地引资策略存在差异,并通过工业地价的形成过程得以显现。本文基于空间计量模型,利用我国2013年县级工业地价的截面数据,对我国县级工业地价与引资竞争、经济发展关系的问题进行了定量研究。研究表明:第一,我国县级政府在其辖区内的工业地价存在着显著的正向空间竞争关系;第二,由于地区引资竞争,工业用地出让价格随着经济发展水平的变化呈现为"U"型特征;第三,处于不同发展阶段的地区,县域地方政府土地引资竞争行为存在差异,东部地区土地市场化程度最高,而西部地区的土地引资竞争现象最为显著。因此,当前的土地市场化改革应当与地区经济发展的差异性相契合。在重视土地引资竞争的阶段性与合理性的同时,通过土地出让最低价标准的更新及出让程序的完善,规范地方政府土地引资行为,遏制恶性竞争的发生。
Land-investment competition is the most intense in the county level. At different stages of eco nomic development, the local government's land-investment policy of attracting foreign capital is differ- ent which is revealed by the formation of the industrial land price. Based on spatial econometric models, this paper studies the investment competition among Chinese counties by using county-level cross section data of industrial land price in 2013. The results show that firstly there exists significant and positive spatial land competition with respect to industrial land price among Chinese counties; secondly, owing to the investment competition, the industrial land price with the change of per capita GDP shows a fea- ture of significant "U" type; thirdly, the sub regional regression results and the national regression re- sults are very similar in nature, but there are some differences between different regions under different stages of development with the land marketization in the eastern region being the highest and the west ern region having the most intense investment competition among three regions. The results indicate that the current land market reform should be compatible with the differences of regional economic develop- ment. At the same time of paying attention to the stages and rationality of land investment competition, China should update the land transfer price standard and perfect transfer procedures, and standardize lo- cal government's behavior of land investment to curb vicious competition.
