我国资源环境紧约束下的经济发展方式转变与区域协调发展客观上对建设用地利用方式提出了更高的要求,需要转变建设用地的利用与管理方式,实行建设用地总量控制与差别化的管理政策。只有完善土地政策的宏观保障体系,理清土地政策与配套政策间的逻辑关系,建立与其他政策的互动协调机制,建设用地总量控制与差别化管理目标的实现才有保障,文章在分析外部规划管制、区域发展、产业发展、财政税收以及金融五方面保障政策协调性障碍现状和改革方向的基础上,从城乡功能区规划管制、区域差别化发展战略、产业用地政策、土地财政税收(财政转移和土地税收出让金替代)和地方金融融资平台的角度提出了相应的保障重点措施。
Under the constraints of resources and environment in China,economic development mode transformation and regional coordinated development had a higher demand for construction land use mode.As a result,construction land use and management must go through transformation;besides,policies of construction land total quantity control and differentiated management should be carried out.These two goals can’t be achieved until macro security system of land policy got improved,logic relation between land policy and supporting policies got defined,and interaction and coordination mechanism between land policy and other policies got constructed.The paper analyzed what barriers lied when coordinating the five security policies including external planning control,regional development,industrial development,fiscal and taxation,and finance.Further reform direction has also been discussed.On this base,corresponding measures were put forward from the aspects of urban and rural functional area planning and control,regional differentiation development strategy,industrial land policy,land finance and taxation and local financial financing platform.
