本文从国家农村地区发展出发，提出在县域层面划定永久现代农村地区和城镇化地区的新型空间关系组织构想，明确城镇化的空间载体，将城镇化快速推进与农业确保相结合，集聚集中发展与绿色集约生态发展相结合。以新型城乡空间关系为理论基础，提出以“县域、镇域、乡域、村域”规划为核心的农村地区规划新框架，明确县镇乡村域发展的目标和功能定位，以及县镇乡村域各层次规划的重点和主要内容，在县镇乡村域层面通过多规融合或多规合一，强化土地整治、生态保护、产业发展、基础设施等内容，为推进新农村建设和城乡一体化发展搭建城乡空间规划新平台。

英文摘要：

From the nation-wide view on the development of rural areas in China, this paper puts forward a new-type regional planning based on the reconstruction of the urban-rural integration at the county level and delineates the new spatial relationship between preservative rural areas and urbani- zation areas. Under the new urban and rural spatial relations, the paper rebuilds a new framework including the county planning, the town planning, the township planning and the village planning as the core for the development of the rural ChiI~. The paper puts emphasis on a multi-level planning do- main regulations or rules through their inte- gration strengthening the content of land re- mediation, ecological protection, industrial development, layout of infrastructure and social facilities to promote the new rural construction and urban-rural development.
