本文通过梳理21世纪以来有关乡村空间发展的规划研究，认为乡村空间是一种具有功能特性、特定尺度的空间，乡村空间规划需要面向人居环境、聚落、产业经济发展、乡村性等多元化空间展现及其对应的行政空间的各要素分布，否则将无法适应新型城镇化的发展需求，也难以满足新型农村社会对于现代化治理能力的要求。乡村规划应紧密依托我国行政管理层级及行政事权归属原则，需要研究各尺度乡村空间规划衔接及规划范式的改革创新。本文重点探讨县镇乡村域规划新框架中的“县域一镇（乡）域一村域”三级规划空间层次及其规划接口设计，探讨各空间尺度规划的纵横向衔接要点。

英文摘要：

Having combed the main re- searches on the rural spatial development in the 21st century, the author considers that the rural space is of functional fea- tures and specific dimensions, and the rural special studies on the single level of the administrative space need to deal with multiple functions of rural space including living environment, human settlements, industrial development, rurality and so on; otherwise they will meet neither the requirement of new-type of urbanization nor the demand of new-style rural society for modernization management ability, It＇s imperative to reform the pattern of rural planning clo~ly relying on the adminis- trative management levels and the attri- bution principle of the jurisdictional limits. In this way, this article discusses the hierarchy of multi-level ＂county-town （township） -village＂ of the regional plan- ning in rural China, approaches the linkup and the programming interface of the multi-levels in the rural planning, and explores the key points of connection among the multi-levels.
