对城市生活垃圾实施收费规制,在理论上一直被认为能改变家庭抛投生活垃圾的成本,产生杠杆效应,进而促进＂垃圾围城＂的解决。从目前来看,相关研究主要集中于三个方面：对垃圾处理实施规制的必要性、收费规制的方式、各规制方式的效果。本文在对已有研究做出梳理与述评的基础上,为我国相关理论整理出研究脉络,以期为相关的实践提供理论借鉴。
英文摘要：
The implementation of price regulation to municipal household waste dispos- al,which is to change the cost of garbage disposal pricing, can promote the waste source reduction by leverage effect of price, and help to solve the problem of municipal garbage siege. Related researches mainly are focused on three aspects： why to implement regulation for garbage disposal, how to implement it, as well as the result of price regulation. It is compared in such aspects as theoretical basis, the mechanism of waste reducing, reduction effect of the inspection, etc. Finally, a summary and review of ex- isting research is presented, so as to offer an outline for related theory research and provide theoretical reference for relevant practice in China.
