利用2004-2013年我国省际面板数据,实证分析验证了环境规制对低碳经济发展的直接效应和技术创新在此的中介间接效应。结果显示：不同类型的环境规制对低碳经济发展的影响有所差异。其中,强制命令型环境规制对低碳经济发展有正向直接效应,但现有影响还不够大,且几乎完全是通过技术创新的中介效应促进低碳经济的发展;基于市场型环境规制对低碳经济发展有直接的抑制作用,技术创新起到部分中介效应;而公众参与型环境规制对低碳经济的发展没有显著影响。基于分析结果,提出在当前的经济社会发展时期,应严格执行强制命令型环境规制、适当控制市场型环境规制机制、进一步强化公众参与等实现经济和环境双赢的对策和建议。
英文摘要：
Using of panel data from 30 provinces in China from 2004-to 2013,the paper verifies the direct and indirect effects of environmental regulations on the development of low-carbon economy.It finds that the effects of different types of environmental regulation on low-carbon economy are different.Force-command Environmental regulation type has positive direct effect on the development of low-carbon economy but can indirectly affect it through technological innovation.Market-based model of environmental regulation can not only has direct effect on the development of low-carbon economy but also affect it through technological innovation.And public participation environmental regulation has no significant effect on the development of low-carbon economy.So the paper raises the strategies and recommendations to achieve the development of both economy and environment based on the analysis results.
