2015年农业部提出马铃薯主粮化战略,以改善目前中国在环境资源、居民膳食结构等方面遇到的问题。针对目前华北平原地下水漏斗区所面临的水资源匮乏、地表沉降等生态环境和资源问题,马铃薯主粮化战略提出在该地区采用马铃薯替代小麦种植的模式。首先,对马铃薯主粮化在华北平原漏斗区推行的必要性进行了分析。其次,依托马铃薯主粮化项目在河北省衡水市建立的马铃薯替代高效节水种植示范基地,以"马铃薯+谷子"和"小麦+玉米"两种种植模式为研究对象,构建了以综合效益为目标层,以经济效益、生态效益和社会效益为准则层,包括净收益等9个评价指标的评价体系,并结合熵权法、层次分析法和组合赋权法确定各指标权重,通过加权平均法对两种种植模式的综合效益评价值进行了计算。结果表明,在华北平原地下水漏斗区,"马铃薯+谷子"种植模式的综合效益值为1.542,大于"小麦+玉米"种植模式的0.458,说明马铃薯主粮化在华北平原地下水漏斗区的开展是可行的。
In 2015,Ministry of Agriculture proposed the potato staple strategy,to improve the problems met with in kinds of perspectives including resource and environment,dietary pattern of Chinese residents and so on.Aiming at the problems which focused on ecological environment and resources in the groundwater funnel area of North China Plain such as the shortage of water resources,surface subsidence and so on,the potato staple strategy proposed to plant potato as a substitute for wheat.Firstly,the authors made an analysis on the necessity of the potato staple strategy in the groundwater funnel area of North China Plain.Secondly,relying on the high-effectively and water-saving demonstrative base of substitute planting potato supported by the potato staple project in Hengshui city of Hebei province,and taking two cropping patterns of"potato+foxtail millet"and"wheat+maize"as the research objects,the authors built an evaluation index system which took comprehensive benefit as the destination layer,took the economic and ecological and social benefit as the criterion layers,and included nine evaluation indexes such as net income and others,then combined entropy weight method,AHP(Analytic Hierarchy Process)and combination weighting method to determine the weight of each index,and finally counted the evaluation numerical values of the comprehensive benefits of the two cropping patterns by weighted average approach.The results showed that,in the groundwater funnel area of North China Plain,the comprehensive benefit value of"potato+millet"cropping pattern was 1.542,which was higher than that of"wheat+maize"cropping pattern at 0.458.So according to above all,the authors got that the potato staple strategy in the groundwater funnel area of North China Plain was feasible.
