目的通过分析2001~2006年我国卫生监督体系人员流动特征情况,明确机构人力资源的配置是否有所优化。方法通过全国系统抽样,获取6年来卫生监督机构流动人员的年龄、学历、职称、专业和岗位等基本资料。结果(1)人力资源配置有所优化:大量新进毕业生涌入,学历水平有所提高,法律类、非医学专业类人员增多,卫生监督执法队伍壮大;(2)但仍存在不足:职称水平下降,专业人员引进相对较少。
Objective:By analyzing the floating characteristics of staffs of health inspection and supervision system between 2001 and 2006 in China, to find out whether the human resource allocation of the system was improved or not. Method: Use systematic sampling survey to investigate the situation of the flowing staffs of health inspection system during the past six years, including age, education background, professional title and status and so on. Result: The situation of human resource allocation has been improved: Large amount of new graduates have rushed in, education level has improved, the number of law and non-medical staffs has increased. But there are still some shortcomings: The level of professional title has decreased, the recruitment of professional staffs has been relatively less.
