C^3I系统是现代战争中战斗力的倍增器.客观准确地评估C^3I系统效能对找出制约系统效能的发挥的薄弱环节有着重要的意义.首先建立了C^3I系统评估指标体系和基于粗糙集理论的C^3I系统效能评估模型.其次根据粗糙集理论对C3I系统性能指标进行约简，得到了影响系统效能评估的属性和规则.最后介绍了一种运用加权系数的方法，对C^3I系统效能进行评估.结果显示粗糙集理论对C3I系统效能评估能取得较好的效果.
英文摘要：
C^3I system increases the battle force in modern war. Evaluating C^3I system impersonality and correctly is very important for finding out the limitation of C^3I system. The effectiveness and capabilities system of C^3I and the model of evaluating C^3I system that based on rough sets are established, then the attributes, and the attribute values of this decision table are reduced, the rule is calculated through a program complied by ROSE2 software. And eventually, the attributes that have a decisive effect on C^3I system come out. In the end, a method to evaluate the effectiveness and capabilities of the C^3I system is introduced, and the result validates that the rough sets theory plays an available role in evaluating the effectiveness and capabilities of C^3I system.
