英文摘要：
With the expansion of industrialization to the whole globe, the process of urbanization in many countries has greatly accelerated. However, fast speed, large size and too many people in the very short period cause the problem of urban safety. Under the background of globalization, the problem of urban safety has the characteristics of strong bursts, superposition of the effect and geographical spread etc. It is necessary to strengthen the coopera- tion in justice, standardization, technology, information and town planning among metropolises by developing the or- ganization of international cooperation in urban safety, doing cooperation research into urban disaster prevention, constructing participatory mutual aid network and developing international sister cities.
