The goal of ＂the Special Plan of Three Regions＂ is to train professional social workers and help them participate in basic-level administration. In response to the requirement of the Ministry of Civil Affairs, Guangxi started to carry out the plan in 2013 and gained some achievements among which Changer Village of Jinxui County is a typical example. However, there still exist some problems such as a lack of funding and personnel. Therefore, measures should be taken such as the government playing the leading role and increasing relevant support so as to promote the participation of professional social workers in rural basic- level administration.
