英文摘要：
The comprehensive concept and contents of meta decision-making （MDM） was described. It was emphasized that MDM is a plan and design for the system, organization, goals and procedure of decision-making. A two-level structure for decision-making consists of MDM and a practical decision, which would facilitate scientific and democratic decision-making. Thinking about organizing, general principles and steps of decision-making was given. The relation between MDM and knowledge management was also described.
