Monopoly agreement is common action conducted by undertakings or association,the nature of which is mutual commitment.It is expressed as agreement,decision and concerted practice.Agreement is consensus between enterprises,and concerted practice is premised at connection.If agreement exists,monopoly is regulated by it,which implement act is concerted practice.If it doesn＇t exist,monopoly is regulated by the concerted practice as independent factor.Association＇s decision includes constitution,resolutions or recommendations,etc.Among them,mandatory decision is necessarily illegal because it necessarily binds association＇s activities.As long as its members implement concerted practice according to the suggestions,the suggestions should be illegal.
