早期教育质量的影响因素是多方面的，OECD成员国在提高早期教育质量方面作了许多积极探索，强势开端Ⅲ就是在广泛调研基础上形成的一份聚焦质量的报告。该报告提出了设定质量目标和法规、设计和实施课程与学习标准、提高保教人员资质与培训及工作条件、促进家庭和社区参与、推进数据收集与监测及研究等重要政策杠杆。当前我国学前教育面临着质量低的迫切问题，遵从强势开端Ⅲ的建议，就应明确学前教育质量提高的政府责任、加强适合我国实际的学前教育质量内涵和标准研究、促进家庭社区与幼儿园之间的良性互动、建立全国统一的学前教育质量评估数据库平台。
