利用委托代理理论研究了既有建筑节能改造中政府对节能服务企业进行的经济激励作用.从激励目标、激励对象和激励强度等三个方面设计激励机制,并通过比较信息对称和信息不对称两种条件下的委托代理模型和线性激励函数,求出合理激励强度.由此得到如下结论:政府应以环境资源和社会效益为重,针对节能服务企业制定出提高激励效果的措施,通过发展节能信息平台以加强监督与约束;同时还应适当加强激励强度,实现既有建筑节能改造目标.
In view of the principal-agent relations,the effect of the economic incentive which the government offers to ESCO of existing building for energy efficiency retrofit is being studied. According to the basic views of incentive mechanism design theory,the qualitative analysis of policy objective,target and incentive strength of existing building energy-saving reconstruction is presented. While we compare principal-agent models and linear incentive function with symmetric information and those with asymmetric information,it is concluded that the government should focus on some effective incentive solutions to achieving the interests of environment,resource and society,which is of great significance to promote energy efficiency of existing building and to restrain and supervise energy service company through energy-saving information platform. It is also important for the government to enlarge moderately incentive strength for existing building energy-saving reconstruction.
