The inherent requirement of developingpublic utilities is that implementing the franchisar reform of urban central heating. The regional characteristics of urban central heating decided the specific differences to promote urban central heating franchise reform process. The urban central heating franchise model is constructed. The franchising planning and access design are implemented by considering the status of urban central heating in Tianjin. The paper proposes basic reform ideas for urban central heating franchise in Tianjin to promote local central heating franchise healthily and orderly.
