为探讨既有建筑节能改造项目不同风险因素间复杂的关联关系,基于文献梳理得到的15项风险,利用ISM方法构建既有建筑节能改造项目风险层次结构模型,探讨风险因素间的层次结构与关联机理;在此基础上,利用AHP方法定量分析不同层级风险的相对重要性权重;研究结果表明:既有建筑节能改造项目风险层次结构模型中,不同层次风险呈现自下而上的传导关系,同一层次风险间具有交互影响;政策法规风险、管理决策风险、融资风险与节能检测风险具有较高权重。建议从强化政府职能发挥、设立风险预警机制、提高风险共担效率等方面加强对既有建筑节能改造项目风险实施有效管理。
In order to explore the complex relation of different risk factors in building energy saving projects,the ISM method was used to build a risk hierarchy model based on the 15 risk factors,and the relative mechanism of the factors has been studied. Then,using the AHP method,the weights for different levels of risks were determined. The results show that the risks at different levels conducted,the risks at the same level interacted,and policy risks,decision-making risks,financing risks and energy saving detection risks have higher weights. Suggestions to strengthen the risk management of present energy saving innovation project were put forward from three aspects,such as intensifying the function of government,establishing the risk warning mechanism and improving risk sharing efficiency.
