本文根据湖南省“十一五”以来的GDP数据衡量湖南经济增长情况,根据8种主要能源消耗导致的碳排放量数据衡量湖南碳排放情况,运用脱钩理论分析湖南经济增长与碳排放动态脱钩变化,分析表明湖南经济增长与碳排放之间存在由弱脱钩到强脱钩的转变,说明湖南在经济增长的过程中,较好地控制了碳排放量,增长质量较同类区域明显要好。因此,湖南的经验为其他区域也带来了启示,如调整产业结构、加快企业转型升级、加大环保治理投入,从而确保在经济增长的同时,实现低碳发展。
According to the GDP data of Hunan province since the "Eleventh Five-year" (since 2006) to measure the situation of Hunan economic growth, and according to carbon emission data of eight major energy consumption to measure Hunan carbon emissions, using decoupling theory analyzing the decoupling relationship between Hunan economic growth and carbon emissions. The results shows that Hunan economic growth and carbon emissions are experienced from weak decoupling to the strong decoupling, and also shows that it is better control of carbon emissions in the process of Hunan' s economic growth, the growth quality is better than that of similar areas. Because of this, the experience of Hunan brings insights and suggestions to the other areas, such as adjust the industrial structure, accelerate the transformation and upgrade the enterprises, increase the environmental governance investment, so as to ensure the economic growth to realize the low carbon development at the same time.
