以往的建设项目交通影响评价研究多从宏观层面评估周边路网交通负荷情况(如饱和度、平均延误及服务水平),而忽略了关键路段或路口以及实施特定交通组织和管制措施下的实际交通运行情况(如排队长度、停车次数及车流冲突)。针对该问题,提出了宏观交通规划模型与微观交通仿真评价相结合的交通影响分析技术手段,实现了宏观与微观的统一。以深圳市建设路深圳酒店区域更新单元交通影响评价为例,通过基于TransCAD的OD反推技术研究建设项目开发对周边交通系统的影响,并提出相应的改善措施和方案;然后基于Synchro仿真系统对关键路口信号控制方案进行优化,并采用VISSIM仿真系统对提出的交通改善比选方案进行仿真优化。该方法进一步完善了我国现阶段交通影响分析理论体系,具有良好的操作性和实用性。
The traffic impact evaluation studies of construction projects is more carried out from the macro-level assessment of the surrounding road network traffic load (such as saturation, average delay and level of service) in the past, while ignoring the actual traffic running state (such as queue length, number of stops, and traffic conflicts) at the critical sections or junctions, as well as the implementation of specific traffic organization and control measures. To solve the problem,a Traffic Impact Analysis method is put forward by combining macro-transportation planning models and microscopic traffic simulation evaluation, unifying macro-level and micro-level. Taking the Traffic Impact Assessment of Shenzhen Hotel region re- newal unit at Jianshe Road for example, the impact on the surrounding transportation system for the con- struction project development is studied based on TransCAD-OD matrix esimation and the corresponding improvement measures and programs are proposed. Then the key intersection signal control scheme is opti- mized based on the Synchro simulation system and the VISSIM simulation system is used to simulate and optimize the proposed traffic improvement schemes. The method proposed futher improve the theoretical system of Traffic Impact Analysis of China, has good maneuverability and practicality.
