本文认为,人才群体的规模和质量决定区域创新系统的运行效率;人才基于互补性机制、利益和声誉激励机制、企业/产业发展机制、循环累积的自增强机制实现在特定地域的空间集聚。文章提出,促进创新人才区域集聚,应加大人力资本投资和推进跨区域产学研合作,育聚人才;提高创新人才利益分享和自我实现预期的激励强度;发展和集聚本地企业或产业,拓展对人才的需求空间;培植社会资本,促进知识流动和人才"地方嵌入"。
The key point of an innovative country is to establish a regional innovation system to promote independent innovation,which is fit to the transformation of the way of development from resource-dependent to innovative.The authors believe that the efficiency of regional innovation system is determined by the scale and quality of the talents.The gathering of talents in some specific regions can be realized based on the mechanism of complementation,incentive in interest and reputation,the development of enterprises and industries and self-enhance.And this will help the local government to obtain the regional advantages and accelerate the gathering of talents.
