中国改革与发展进程中,地方官员的价值取向和个人偏好与当地的创新绩效密不可分。越来越多的地区创新模式凸显出地方官员的“创新精神”对自主创新的作用。本文以长三角、珠三角地区的地级市作为研究对象,利用两地区中小企业板上市公司数据,用官员的企业家背景、年龄、学历分别作为官员“创新精神”的代理变量,在微观层面上探索地方官员的创新精神对企业创新投人的影响。实证检验表明,以官员的企业家背景代表的官员“创新精神”对当地的创新投入具有显著的促进作用。本文的结论对地方官员的选拔和培养提供了一些启示。
Values and individual preferences of local officials play an important role in local innovation perform- ance in the process of reform and development. A growing number of regional innovation models highlight the effect of innovative spirit on innovation. This paper takes the listed companies in the SME board as the sample based on the prefecture - level cities in Yangtze River Delta and Pearl River Delta, and views the entrepreneur- ial background, age and education of officials as the spirit's proxy variable to study the effect of innovation spirit on R&D input at micro level. The regression shows that local officials' spirit of innovation has significantly pro- moted R&D input. The conclusions provide some inspirations on the selection and training of local officials.
