This paper has used generalized impulse response function and variance decomposition method of VAR model, and ana- lyzed empirically the relationship between industrial structure upgrade and economic growth in Hunan province from 1978 to 2012. The results show that： industrial structure upgrade and economic growth in Hunan province have long - term stable relationship , the impact of industrial structure rationalization has effect on economic growth, but the effect is not significant, the impact of industrial structure advanced and soften has significant effect continuously on economic growth, and industrial structure advanced and soften make a big contribution for economic growth, especially for industrial structure advanced. Therefore, the government in formulating the policy of industrial structure upgrade should emphasize industrial structure rationalization, while vigorously develop high - tech industries and services, and actively promote industrial structure advanced and soften.
