城市轨道交通采用PPP融资模式有效地解决了目前政府部门的资金压力,为项目进行提供了强劲的动力。但由于项目持续时间长,涉及众多复杂的风险因素,因此风险评价成为项目成功运行的关键因素。采用熵权法对识别出的风险因素赋权以确定其主要风险;采用灰色关联理论进行风险评价,以确定承担风险最多的部门以及各部门承担的主要风险,从而有效的规避风险,把损失降到最小,获得最大的经济效益。
PPP (Public Private Partnerships) as a new kind of project financing mode which can combine the advantages of government, private investor and the financial institution together. PPP fi- nancing mode is adopted by urban rail transit to deal with the current financial pressure the govern- ment facing effectively, and provide strong driving force for project construction. Due to the long du- ration and complicated risk factors of PPP project, risk assessment becomes the critical factor for pro- ject to operate successful. Entropy weight analysis method was employed to assign weights for risk factors identified to determine the main within those ones, and grey relevancy theory was used to eval- uate risks to find out the departments which undertake risks mostly and what are the main risks re- spectively for those department, so that the risks could be evaded effectively and the loss reduced to minimum to gain the maximum benefit.
