英文摘要：

The development of small towns has always been an important part of China＇s urban and rural development; however,the strategic orientation and industrial support have remained at issue. The development of small towns fall into an awkward position where they are considered ＂neither as villages nor cities＂,under the traditional strategic orientations as a ＂transition＂,＂reservoirs of non- agricultural population＂,and ＂embodiment of urbanization with Chinese characteristics＂. Under the strategy of promoting the development of new types of industrialization,applications of information？ technologies,urbanization,and agricultural modernization at the same time＂,urban-rural overall development,and a new type of urbanization,small towns should put ＂strategic ties for urban- rural overall development＂as their new strategic orientation,reshape their supportive industries. Small towns oriented to the needs of cities should focus on developing industries such as logistics and transportation,tourism and entertainment,and resources development. Those oriented to the needs of the countryside should focus on developing industries such as farm products processing,public services for farmers and agricultural production. In addition,it is imperative to restructure the institutional setup of the small town,strengthen its financial autonomy,and increase capital input and build the small town into a relatively well- functioned primary local government.
