业主在招标过程中需要对承包商进行资格预审评价,其本质是一个多指标群决策问题。然而由于客观情况的复杂多变性和主观思维的不确定性,专家在决策过程中存在犹豫度,基于此,本文采用直觉模糊数理论建立承包商资格预审模型,运用模糊熵方法计算评价指标的最优权重,在此基础上,采用直觉模糊加权平均算子集结决策者的评价意见,进而对各个承包商综合评价结果进行排序,选出最优承包商,解决传统模糊集不能完整表达所研究问题的全部信息问题,最后通过算例验证该模型的有效性。
During the process of tendering, the owner should do a prequalification and evaluate many aspects of contractors~ abilities, whose essence is a multiple attribute group decision making problems. However, during the process, because of the uncertainty of both objective circumstances and subjective thinking, there is some hesitancy for expert in the decision making. So this paper proposed a contractor prequalification model, in which the weights of the contractor evaluate criteria are undetermined, and the owners~ preference on contractors are uncertain. We introduce the fuzzy entropy to calculate the optimal weight of each evaluate criteria. And on this basis, we introduce the intuitionistic fuzzy weighted average operator to gather the decision-makers ~opinion, sort the contractors, and choose the optimal contractor. The method can solve the problem of traditional fuzzy sets which can't express t all the information. At last, A case is used to demonstrate the feasibility and effective of the model.
